[ Well, it seems he's got the basics down.

This isn't the afterlife, even if Kakashi's not entirely sure if he's actually still alive. And the wings don't do anything other than serve a mostly ornamental purpose. Which, in his book, means that they're completely useless and have about as much function as a second belly-button or a third nipple. Either way, they're itchy and uncomfortable and he had to cut holes in his flak vest so they weren't crushed against his body. A flak vest that was kindly delivered to him by his sensei, along with the rest of his gear. (He's only too relieved that it wasn't Naruto or Sakura or someone else who came across him when he was still in that relative state of undress -- what, without the mask and all.)

So here he is, fully dressed, with his journal-cum-communication device in his hand, flipped on. He supposes he should say hello this way since it would be easier to do this than to hunt down every shinobi of Konoha individually. It probably would also be useful for him to introduce himself to the rest of the network as well.

He's sitting on a tree stump while Minato goes off to do something IDEK ok and has his signature I Am Bored expression on his face. Or rather, lack of expression.

The edges of his wings, silver and tipped in black, flutter slightly. ]

Ah, is this thing on?

[ He brings the camera a little closer then, to make sure it's properly capturing him. Once he's sure, he raises a hand in something of a wave.

This is starting to feel like some sort of speed dating thing, minus the actual person sitting in front of him. Not that he's ever actually done speed dating, but he assumes that's how it'd work. ]

Yo. My name is Hatake Kakashi. I'm a shinobi by trade.

[ What does one say in introductions? Likes, dislikes, dreams, and hobbies? Ah, he supposes he can do that. ]

I'm not the kind of guy who talks about his likes and dislikes... My dreams are...hmm.... [ a beat ] none of your business. And I have many hobbies. None of which I want to tell you.

[ Another beat. ]

Well, I'm a sailor back home [Pirate, but that's just a certain type of sailor.], on a submarine with an all male crew who don't see land - or women - nearly as much as they'd like.

... it's nothing more dreadful than some of the things back home on the sub, so...

Well, except for a strip of mountainous rock encircling the globe longitudinally as the only continent, the only land out there in my world are islands. Most very tiny.

The rest of it's ocean, so...

[You can see that his world has put a priority on ocean travel.]

The ocean, naturally, on a variety of craft. There are people who never touch land.

My people wander far and wide. Given the circumstances, it's rare to stick in one place for long.

There's a World Government actually, above all the kingdoms, and republics, and everything else that belongs to it. There are a few independent nations... but it's hard for them to survive.

[He knows exactly why that is and just how much the World Government has a hand in that.]

As for the seas, well it's their rule directly, and their navies enforce it. Big seas, but they do their best to keep things under their control.

[Why does that sound like it was implied it isn't a good thing. Because it isn't.]

Mmm... the nations are actually land based. They're the islands I was talking about and their territorial waters. They have "sovereignty" over their own internal affairs, but anything international? Weeeell let's just say the World Government has the final say.

Outside of that, it's international waters, which means the World Government's in direct control of all who live there. If there's a bunch of people out there living there, borders... which would fall to the vessel or vessels in the group, because you can't own the sea... only matter when dealing with others not working for the government. They don't have official status with the government, it's extremely unlikely they would get it, so they're at their mercy.

When the government catches up to them, anyway.

The Marines. The World Government's armed forces. Catch all navy and army for my world.

It's isn't unheard of for a nation to have it's own military force, but they're by far the main deal globally.

[He's oddly pleased that came out matter of fact. To say he cares not for the Marines is an understatement.]

Aa... that it is. On many points.

[So fundamentally different. Yin and Yang. And nothing so glaring than the very philosophies driving their world. Value systems diametrically opposed.

Shinobi and Pirates were each other's antithesis, really.

But strangely enough... so very complementary. The balance to each other's extremes.]
