ALLIANCE STATUS REPORT

SECTION 1. Overview: On the 9th of February, by order of the Yondaime Hokage, I, Hatake Kakashi, posted Konohagakure's first call-to-action (CTA) to Luceti's network to invite all Luceti residents to join us in an alliance. The premise of the alliance is quite simply a self-defense organization that calls upon all those who are capable of defending Luceti to join us to protect it in the event of an enemy incursion, disaster, or emergency event that might threaten the Luceti enclosure.
Initial publicly suggested benefits and goals of the alliance include:
Interest in the alliance was overwhelmingly positive, with the exception of one resident. Below is a list of all parties, details of significant parties to follow in Section 2.

SECTION 2. Significant Parties
Commander Erwin and Captain Levi
Commander Erwin and Captain Levi are from a world where they fight monsters up to 50m tall. They come from a military background with good discipline. They and their men currently number 4 here in Luceti. Though they do not seem to have any special powers, it is my belief that we should be able to work well together given our similar backgrounds, and strong use of teamwork. They use a special device called the "three-dimensional movement gear" to help them fight.
The Commander has given me his word that we can count on him and his men as allies. They are very interested in potentially learning chakra control.
Grandmaster Luke Skywalker
Luke Skywalker is the Grandmaster of the Jedi Order and General of the New Republic Armed Forces. As a jedi, he has a set of very unique powers which include Telepathy, Healing, "Psychoempathy", Precognition, as well as some sort of gravity technique that allows him to levitate both himself and very large, heavy objects such as boulders. A very powerful man. He owns a farm some distance away from the village proper and has a rather large alien beast of burden in a barn, as well as a stash of special weapons which include guns (projectile weapons), droids (machine-like devices), and a "heavy blaster" weapon. Grandmaster Skywalker has a pet "android", which looks like a metal machine, but in fact has some sort of intelligence. This android is named "Artoo" and has the ability to record conversations.
Grandmaster Skywalker has offered us both the use of his lands to store weapons, as well as his support as both a skilled fighter, tactician, and strategist. He will be a very valuable ally.
General Iroh
General Iroh is a retired general from Fire Nation. He has the ability to "fire bend" and manipulate fire, and has fought in quite a number of battles and wars. From the way he described his ability, it sounds very similar to Katon no Jutsu. Of important note is that his world also sounds surprisingly similar to our own, with different countries named after different elements. (Air, Water, Earth, etc.) The General has offered his help as both a fire bender, and also as a strategist.
Captain Steve Rogers
Captain Rogers is a skilled fighter and has fought in quite a number of battles. Though he does not have any elemental powers, he does have enhanced abilities. He also has led quite a good number of men in armed combat, and may be invaluable to us on front lines.
Prince Thor Odinson
Prince Odinson hails from Asgard, which is a realm that may be considered as "divine." Prince Odinson is also considered a god by some. He is quite strong and has fought in quite a number of wars and battles, leading a great number of men. He is very skilled in combat and an excellent tactician; would also be invaluable to us on front lines.
Loki
Loki is quite a controversial figure and ally. Brother of Prince Odinson, Loki introduced himself to me as a "god of magics and trickery" who is an "exceedingly competent warrior and general." His ability appears to be some sort of genjutsu that manifests outside of the user (unlike genjutsu which targets the brain) and can be controlled by his will alone and does not appear to expend chakra. When I first spoke with him, Loki expressed interest in acting in the capacity of a strategist behind battle lines, should they arise, and absolutely zero interest in rescuing civilians in the event of disaster. My first assessment of him is that he did not appear to be a good team player, and would be better utilized in a more strategic/analytical capacity.
Upon conversations with Kimura Saori and Captain Rogers, I was informed that Loki cannot be trusted, is very deceptive and manipulative, and largely only thinks about his own self-interests. That being said, Loki's interests are in fact aligned with our own, and he would make a good ally in a number of ways. His brother, Prince Odinson, stated that Loki is a fine strategist and quite clever, and though we should take what Loki says with a "grain of salt," as long as our interests are aligned, we can trust him to a degree. However, we must be aware that Loki's priorities might shift.
I suggest that we keep an eye on him, and beware of entrusting the safety of our allies and our own shinobi solely to him. It is my opinion that while we should work with Loki to develop strategy, we should not place him in a role that would make him completely indispensible, or give him too much responsibility. This is, of course, subject to change depending on his actions.
Albert Silverberg
Albert has been in Luceti longer than any other resident, and is also a skilled strategist. You may be familiar with some of his posts on the secret network; he is responsible not only for compiling a great deal of reports, organizing the community in the past, but also puts together the calendar we use. He could potentially serve in the capacity as a key advisor, and can provide us with significant intelligence and advice, in addition to strategy.
SECTION 3. Civilian Concerns
Kida Masaomi, a friend of Nara Shikamaru, brought up a number of concerns surrounding the proposed alliance. Due to the nature of the world, he suggested that we do not call the alliance an alliance. He is, however, amenable to the idea of "Joint Forces" as well as the second proposed aspect of the alliance (civilian projects) "Luceti Projects."
He was also concerned as to the structure of leadership of this alliance, suggesting team leaders or focus leaders instead of a council. He stated that if we do have a council, we should have teams send in representatives, instead of relying upon a high command. Due to the structure of Luceti, the population is ever-changing. Unless we have a contingency plan in place for leadership, it is very likely that organizational efforts will fall apart as they have in the past.
Kida also suggested that we create a training center to teach non-combatants and civilians in close-quarters combat.

Outstanding concerns include the following areas:
In consideration of fairness, it is my recommendation that we hold a discussion and vote through the secure network to determine how we structure leadership. I still maintain that having a council will be of great importance, but perhaps Kida's recommendation may be of value to us in consideration, as it allows for wider representation of Luceti's population. We will also have to create a system that will ensure succession of leadership in the event of death, departure from Luceti, or any other situation that might make a leader unable to perform his/her duties.
2. Structure of Alliance
Similarly, we will need to determine how we structure the alliance. At present, it looks like the alliance will be divided between military forces and civilian projects. Within those two groups, I recommend that we break them down into divisions or teams. Perhaps, having a vote on this issue may be a good idea as well.
3. Training/Maneuvers
Not only will we need to secure training grounds where we can perform training and perform maneuvers and simulations, but we will also need to build a new training center specifically for training civilians. I have identified a set of buildings that appear to be barracks which have not, to my knowledge, been in use recently. A teleportation device outside the barracks leads to what appears to be an abandoned fort on the beach. According to Albert Silverberg's logs, there are a number of forts throughout Luceti; it may be good for us to locate them and perhaps rehabilitate them and put them to use once more.
In addition to the above, we will need to determine how we carry out training, as well as frequency, types of training, etc.

We are limited in the amount of weapons we can obtain in Luceti, which is of course, a great concern. Though there is a weapons shop/smithy we can rely upon, the shop only has four workstations which limits the amount of weapons that can be created en masse. Weapons can also be procured through mission points. Should we begin to stockpile weapons, we will have to find secure locations.
5. Civilian Projects
As leadership most invested in military operations will be quite busy with these operations, we may want to consider a separate group of leaders to oversee civilian projects, or perhaps create a separate division.
6. Name of Organization
It is my recommendation that we call the military operations "Luceti Joint Forces" and the civilian projects "Community Projects." Together, the name will be "Luceti Joint Forces and Community Projects." (It is still my opinion that "Luceti Alliance" would be a much easier name, but given reservations, Shikamaru's included, perhaps we should just go with this longer name to be more specific.)
SECTION 5. Future Actions
Future actions to be taken will be a comprehensive report and second CTA written in the month of March on the locked community, following approval of the above recommendations.
I will continue to meet and speak with any allies, both current and potential, and will schedule appointments to assess their skills.

- Development of strategy and tactics to fight the Malnosso and the Third Party
- Development of countermeasures against the Malnosso and The Third Party
- Development of technology that might be able to counteract the enemy and/or the barrier
- Includes research into returning us to our worlds
- Procurement of weapons/artillery/equipment needed in the event of combat/emergencies
- Lifesaving/medical equipment, tools, etc.
- Emergency supplies: food, water, clothing, etc.

- Quality-of-life improvement projects for Luceti
