[ When the video first goes on, the screen is covered by a glove-covered hand, but after a slight shaky moment as it's set down on some sort of ledge, the hand retreats, revealing Kakashi standing outside. A few trees, still droopy with melting snow, can be seen in the background. Those familiar with the terrain might recognize it to be near Flame Building. ]

Hello, Luceti.

[ Kakashi dips his head in greeting, since he's addressing all of Luceti. ]

My name is Hatake Kakashi. Some of you may be familiar with me. For those of you who aren't, I'm a shinobi from a village called Konohagakure -- or Konoha for short -- in a country called "Fire Country." I am also the Commander of the Third Division, which is primarily a short-to-mid-range combat division, of the Allied Shinobi Forces. Many of you may be acquainted with or might recognize my comrades, amongst whom include Uzumaki Naruto, Nara Shikamaru, and Rock Lee. [ The names Kakashi lists aren't at random, but selected based on his observations of how recognizable those names would be. ]

The reason why I reach out to all of you today is simple. While things in Luceti currently are peaceful, and it appears we have nothing to worry about, the ever-present threat of the Malnosso and the Third Party remains. Kidnappings still occur, with seemingly no conceivable way to stop or fight them. Should there be an attack on the enclosure, at present, there is no organized force that can fight in concert to protect the enclosure and ensure the safety of civilians who might not be able to fight back. While some of us may be used to working together due to missions and drafts, as far as I am aware, no formal training or maneuvers are ever held to ensure all parties working together are using the best tactics and strategy. And from what I know, there are no formal safety measures in place to protect civilians or evacuate them to safer ground should a fight break out, as it did a few months ago.

On behalf of Konohagakure and Fire Country, by order of Namikaze Minato, the Yondaime Hokage-sama, I would like to formally extend an invitation to anyone who has military training, unique or magical powers, or immense skill in battle strategy, espionage and intelligence-gathering, field medicine, hacking, or other specialized skills to join us in forming an alliance. This alliance would not only give those of us from different worlds a chance to meet and discuss our shared interests in protecting Luceti's inhabitants, but would also give us the opportunity to learn and adapt how to fight with and against those with different training or powers. By conducting shared training sessions, maneuvers, disaster simulations, and taking missions together, we can share resources and power, as well as develop strategy.

As for who's in charge... seeing as we're all from different worlds, it would make much more sense for us to establish a council of leaders from different worlds. We invite leaders from other worlds who might have similar shared interests to contact us, and open a line of dialogue.

[ Speech finished, Kakashi bows to the camera again, then reaches out and turns off the feed. ]

[The day Kakashi posts this, Kushina spends a lot of that time camping and watching out the window for anyone who's going to sign up to be jounin. It's her residence too.

If they do, the door will fly open before they can get make a mark on it and Kushina is standing there.

[There's a series of green dashes, and Rock Lee is at the door. He's ready to have a staring contest with the sign, feeling a mixture of excitement and anxiety.

The paper flaps a bit in the wake and then she turns to glance at the list, looking for Lee's.]

Where's your name? You're signing up to be a jounin, right?

[You've been out here for a while...]

Ku- Kushina-san! [He stammers at the abruptness of her appearance.]

That is indeed my intention. And I- I have not yet performed my own signing.

[fervidity]

[A head tilt.]

[Oh right, she knows the problem. It was so obvious.

Holds out a pen.]

Go for it with all you've got, ya know?

Ah... thank you! [He says as he accepts it meekly.

But then he looks at it and frowns.]

But... Kushina-san... If I forgot to bring my pen with me, how could I be expected to succeed as a Jounin?

[fervidity]

[Surprise flashes briefly over her face.

But then she places her hand over his on the pen.]

Not bringing a pen when you need it isn't going to decide whether or not you're fit to be a Jounin. It just means you forgot a pen.

Did you forget to bring your fighting spirit too? That's not the Lee I know.

[ Except, Kakashi's already a jounin, and he just so happens to be passing by to check the list... ]

[DOOR OPENS QUICKLY WHO IS IT THIS TIME]

Oh. Kakashi.

Aren't you already a Jounin?

[ A smile. ]

I was just checking the list.

She's kind of disappointed, even if she understands. She looks at the list and the lone name there because GOING BY ORDER OF APPEARANCE FFF]

Lee is the only person to stop by. [Poor guy. He must be nervous as heck.]

Why don't you come inside? I have to talk to you about something. [Opens door wider.]

Sure.

[ Kakashi nods and steps in past Kushina into the house. He assumes she probably wants to talk to him about the jounin exams, or something. ]

[Something like that. The door closes softly behind them.

As she moves towards the kitchen, she pulls out a chair for Kakashi to sit in before fumbling around a bit with cupboards and dishes. Finally brings the tea she had been making earlier to the table, pouring him a cup before she sits down. Then she reaches for the small centerpiece of her table, fiddling with the leaves.

Finally, she just blurts;]

Is there going to be a Chunin exam soon, too?

[floralogy]

[Going by the announcement, Ino goes to the Yondaime's residence to sign up. Maybe she'll see who else managed to sign up before her. Hopefully not Sakura.]

[fervidity]

[As soon as Ino's close enough to write something the DOOR FLIES OPEN like it does for everyone else.

Only this time the paper falls off the door and flutters to the ground. She tries catching it, hands flailing in mid-air.]

[But she does pick up the paper once her surprise dissipates into amusement. Oh, Kushina, how excited can you get?]

I take it you're thrilled to know who are going to sign up, Kushina-san?

[EVEN MORE EXCITED IF SHE WANTS, the dattebanes haven't even started. She's blushing as she sees Ino, rubbing the back of her head and reaching to take the paper.]

Er, yeah.

[She works on sticking it back to the door with the tape, since she wasn't going to allow a kunai to do it.]

But I'm here to cheer you all on too, if you decide to. Even if I'm going to be a judge.

That's really sweet of you.

[Ino watches Kushina try and tack the paper back on the door more with fondness now than with amusement.]

But you don't have to do that. I mean I think it won't be right for a judge like yourself.

[FLUSTERED BLUSHING as she continues her attempt. Finally it stays and she pulls back to look at it.]

I don't care. The only reason I said I would be a judge was because I asked if I could still give everyone my support. It's not like any of the other judges are going to do it. It's just me.

[When Minato left his makeshift office to get a glass of water, he spots Kushina waiting by the door. He gives a smile, fully knowing what she's up to, and proceeds for the kitchen. When he gets his glass, he goes back to his office while glancing at his wife once more.

After a few minutes, he decides to approach her.]

[ERK. Minato is so silent she doesn't realize he's been moving around the house until he says something. WHY DOES HE HAVE TO BE SUCH A GOOD NINJA.

She looks over her shoulder at him, blushing, before she's back to camping and watching their door. She counts off people on her fingers.]

Rock Lee and Yamanaka Ino so far. Kakashi stopped by too but he's already a Jounin.

He nods as he hears the names. Shikamaru, Sakura and his own son won't need to sign up because they've been nominated. Which reminds him of something.]

I see. [A brief pause.] Naruto's taking the exams too, by the way. I trust Kakashi told you? [He knows about the nomination beforehand since, well, he's the Hokage but he wanted to surprise Kushina about Naruto's nomination. Although since Kakashi stopped by, he's sure the other told Kushina about this. Not that he can keep the surprise for long, anyway.]

Her face lights up as he reminds her and she nods.]

Just a while ago he did. [Along with his prank but we won't talk about that.]

Well, I was going to tell you right after we have gathered the list, as a surprise, but I suppose Kakashi beat me to it. I don't blame him, though, since it is good news.

[And when he thinks about it, it's only appropriate for Kakashi to do so since he's the one who nominated Naruto in the first place.]
